Contractor Prequalification & Consultant Registration

Are you a construction contractor or consultant interested in working on City projects? If so, we're excited you're interested in partnering with us! Construction Contractors and Subcontractors are encouraged to complete the prequalification application; prequalification is required to work on most City projects and companies that have previously prequalified will receive notifications for construction bid advertisements. Consultants are encouraged to register to receive notification of upcoming professional service opportunities. 

Before you start

This form may take around 25 minutes if you're prepared. You will need to identify what categories of work you want to perform on City projects and provide support for the project value your company is capable of performing.

Contractors and Subcontractors will need:  

  • List of your company's equipment and its total value

  • Drug Free Workplace policy

  • Any trade licenses you maintain (electrical, HVAC, HAZMAT, etc.)

  • Project references (to be provided on the downloadable reference form in the application).

Contractors will also need:  

  • Bonding Company Information (if bidding project over $50,000)

  • Financial Statements (if bidding on projects over $10,000)

Become a Prequalified Contractor for City Projects

You may also need to complete some additional registration steps in the Engineering contract process for the systems used to access construction project bid documents & to maintain your profile as a vendor in the City's financial system. 

  1. The first system we use is Bid Express. This is the platform used to publish construction bid documents and receive bids. To view and download bid documents or to submit bids, register with Bid Express. Visit BidExpress.com to register. Registration for BidExpress can take up to one week to verify credentials so please plan ahead if you plan to submit for a project with bids opening soon! 

  2. The second system is the Vendor Self-Service (VSS) part of the City's financial system and we use this to pay prime contractors and consultants for contracted services. All vendors doing business with the City of Grand Rapids are required to be registered in the City's financial system. You can register at this link:

Current Bid Opportunities

Visit our BidExpress page to view plans and specifications for projects that are currently out for bid. You will need to register in order to access bid materials, however no fee is required to view or download bid documents.

Bid Advertisements and Results

The table contains invitations to bid, plan holder lists, and bid results for Engineering Department projects advertised after 2017. Projects in green are currently open. Bidding is closed on projects in red and bid tabulations are typically posted within 48 hours of the bid open date.
