Water and Sewer Rate Studies

The Grand Rapids Water System uses a comprehensive and transparent process to set water rates. Rate changes take effect on January 1 each year following a study, review, and approval process that involves customers, customer communities, and the City Commission.

Current Rate Study

The rate study outlines how the City of Grand Rapids calculates water and sewer rates, including the costs of operating, maintaining, and investing in infrastructure, and explains the methodology used to ensure rates remain fair, transparent, and sufficient to support reliable water and wastewater services.

Citizen's Guide

The citizen’s guide explains how the City of Grand Rapids determines water and sewer rates, outlining the costs of operating and maintaining the system, planned infrastructure investments, and the process used to set fair and sustainable rates for customers.

Why do we conduct a rate study?

A rate study helps ensure water and sewer rates are set at levels needed to operate and maintain the system. We start by looking at past costs and then adjust for known or expected changes in expenses.
