Apply for a Planned Redevelopment District (PRD)

1. Check your eligibility

A Planned Redevelopment District (PRD) is a special district permitted in the Zoning Ordinance. The Planning Commission may consider a PRD where an Area Specific Plan has been completed and where flexible development standards are necessary to address:

  • Special conditions with regard to setbacks
  • Yards, building height
  • Landscaping
  • Traffic circulation

As a form of zone change, a PRD must be recommended by the Planning Commission and approved by the City Commission.

2. Prepare your project description

We'll ask for a project description. Make sure to use letterhead if possible. Prepare a written description of:

  • How the PRD will implement the recommendations of the Area Specific Plan
  • Why flexible development standards are needed for the site
  • Specific information on the proposed land uses and how those uses will be integrated within the development
  • Proposed site and/or building layout
  • Building and structure design information, floor plans, parking calculations, current environmental conditions, and other pertinent information

3. Prepare your plan 

You'll need to submit your plan with:

  • Two 11x17 copies
  • One digital copy in PDF format (separate files for each drawing, plan or document)

4. Hold a neighborhood meeting

Meet with the neighbors about the changes. Make sure to keep a Neighborhood Meeting Sign-In Sheet. We'll ask for this in your application. Make sure to include the meeting date, time and location.

We may table your application if you don't hold this meeting.

5. Gather your documents

To complete your application, you'll need the following documents:

  • Property information: address, parcel number, lot size frontage, depth, acres/square feet and zone district
  • Area Specific Plan (ASP): one executive summary (hard copy and digital PDF copy)
  • Written responses to Review Standard questions on pages 4-6 of the application
  • Site Plans, building elevations and floor plans
  • Special Land Use (SLU) application (if applicable)
  • Neighborhood meeting sign-in sheet (include meeting date, time and location)
  • Legal description in a Word do
