Industrial Pretreatment Program
The Industrial Pretreatment Program controls toxic, conventional, and non-conventional pollutants from non-domestic sources discharging into the wastewater system to prevent pass through and interference of the publicly owned treatment works (POTW).
Significant Industrial Users (SIU)
An SIU is any discharger to the POTW that:
- Is subject to Categorical Pretreatment Standards
- Discharges 25,000 or more gallons per day of process water (excluding sanitary, non-contact cooling and boiler blow down wastewater)
- Contributes 5% or more of the average dry weather hydraulic or organic capacity of the POTW.
- Has a reasonable potential for adversely affecting the POTW.
Permitting
All non-domestic users connected to, or connecting to, or discharging to the POTW must complete a non-domestic user survey to collect information of the facility to determine if the facility is classified as a significant industrial user (SIU) and require a permit. Non-domestic users deemed SIUs must then apply for a wastewater discharge permit which specifies discharge standards and conditions.
