Create a Citizen Access Account
We use a third-party application called Citizen Access. If you have never used Citizen Access, we recommend that you review how to create an account before starting your application.

Make sure you have all the required information and documentation
Applicants will need the following information and documentation to complete the application:
- Applicant details (address, name, contact information, etc.)
- Description of the new construction or rehabilitation of the house (i.e. Who built or rehabbed the home or who is building or rehabbing it? If rehab, describe the scope of work, start and end dates, etc.)
- Date of home purchase (actual or estimated closing date)
- Name and date of birth for all household members (including yourself)
- Income information for all adult household members age 18 and older (i.e. source of income, gross amount before deductions, pay frequency)
- Information on any past due obligations (i.e. owner past due taxes, unpaid special assessments, outstanding liens, etc.)
- Information on any pending legal actions (i.e. judicial or administrative actions pending against owner)
- Document needed: Evidence of site control (deed for property showing you own it or executed Purchase Agreement)
Have your credit/debit card ready
You will need to enter your credit/debit card information to pay the $270 application fee. We accept Visa, MasterCard, and Discover.
