Create a Citizen Access account
We use a third party application called Citizen Access for our Utility Permit applications. If you've never used Citizen Access, we recommend that you review how to create an account before starting your application. First-time use by an authorized agent of a City-registered Metro Act or Franchise Utility requires activation of your registration for online use. Call the number listed in the Contact Us section to request activation.

Make sure you have the following documents in electronic versions to upload with your application:
- Site plan
- For Micro-Cell applications, a detailed description including install details, equipment specifications, means of affixing equipment, and means of powering equipment

We'll send you monthly invoices
Keep in mind that we will mail an invoice for Franchise Utility permit fees to the primary contact designated for the utility company.
