Apply for Personal Property Tax Abatements
1. Prepare your documents
Here are the documents you'll need to complete before submitting your application:
- Treasury Application(PDF)
- Memorandum of Agreement
- Equal Employment Opportunity Form(PDF) (not required if form has previously been submitted)
- Legal Description of the property
- Site Plan
- Project Costs
2. Consult with us
We recommend that you meet with us for an informal review of your proposed project. This meeting is to see if you qualify for the program and if your project can contribute to City priorities. You can schedule an appointment with us through the "Contact Us" information listed here on this page.
3. Meet with the neighbors
Meet with neighboring property owners, neighborhood association, or business association about your project. Use this meeting to resolve any conflicts before your City Commission public hearing review. We may table your request if you don't hold a neighborhood meeting.
These meetings may include meeting with:
- Neighborhood Associations
- Business Associations
- Corridor Improvement District Authority
- Business Improvement District Authority
- Downtown Development Authority
- Downtown Improvement District
- Monroe North Tax Increment Financing Authority
- SmartZone Local Development Finance Authority
When you submit your application, include the meeting's sign-in sheet. Make sure it has the date, time, and location of the meeting.
4. Submit your application online
Submit your online application form. In order to do this, you'll need to login to the Citizen Access website. If you don't have an account already, you'll need to create one. To learn how to create a Citizen Access account, click here.

5. We'll review your application
The Economic Development Project team will review your application. We may contact you with questions or ask for more information.
6. Notice of Public Hearing
After staff review, the Community Development Committee will forward your application to the City Commission for approval of tax exemption. You'll get a notice of the public hearing 15 days before the meeting.
7. Here's how the City Commission meeting process will work:
- The Community Development Committee schedules public hearing on the your request for tax exemption
- The City Commission will have a public hearing on your application
- The Committee of the Whole will take in consideration your application. They'll determined if you're approved to move on to get state approvals form the State Tax Commission.
* This process can take around 3 months depending on meeting schedules.
8. The Economic Development Department will work with you to get State approvals
Once approved by the City, you must obtain approvals from the State Tax Commission. We'll work with you and the State to get your tax abatement request approved.
*The state approval and the post-approval process will depend on the State Tax Commission meeting schedule.
