Climate Action and Adaptation Plan

CAAP logo

Alongside community partners, we've created the City's first Climate Action and Adaptation Plan (CAAP). The CAAP will act as a road map for how the community of Grand Rapids will reduce greenhouse gas emissions (GHG) and prepare for the impacts of climate change on our people, environment and infrastructure. The CAAP was co-created in partnership with community stakeholders to meet our community-wide science-based targets.

  • 62.8% per capita GHG reduction community-wide by 2030 from 2019 emissions
  • 100% per capita GHG reduction by 2050 from 2019 emissions

Watch the CAAP Overview Presentation by Chief Sustainability Officer Annabelle Wilkinson

This 15-minute presentation is an overview of the goals, strategies, and actions of the Grand Rapids Climate Action & Adaptation Plan (CAAP). It was held during the Committee of the Whole (COW) for the Grand Rapids City Commission Tuesday, April 15th, 2025.

Goal (16 total): Desired outcomes in specific sectors to achieve our community science-based targets and reduce the impacts of climate change.

Strategy (32 total): Major initiatives, or services that must be completed in order to progress towards the goals.

Action (197 total): The programs, activities, and projects that will push forward the strategies.

Watch the 5/13/25 CAAP Work Session with City Commission
 
On Tuesday, May 13th, 2025 the Grand Rapids City Commission held a work session to prioritize the 197 actions of the CAAP. The City Commission will review a resolution to adopt the CAAP during the Committee of the Whole (COW) in July.

The CAAP Process Timeline

The CAAP is currently maintained as a "draft" form as the Plan moves through a potential adoption process. A finalized version of the CAAP will be released with some graphic updates and adoption documentation if the Plan moves through the potential adoption process. The CAAP was created from data in our greenhouse gas emissions inventory, climate risk and vulnerability assessment, existing plans, and the lived experiences of residents and community organizations and businesses.

The City of Grand Rapids is committed to addressing the climate crisis by working towards the goals, strategies and actions outlined within the CAAP to achieve the adopted community-wide science-based targets. However, achieving Grand Rapids community-wide science-based targets will only be made possible with community buy-in and action. The City will act as a leader for this work with it's municipal operations, implementing actions under local control, and advocating for legislative and regulatory changes to meet the CAAP's goals. The City will also act as a convener to bring community stakeholders to the table to work towards innovative solutions collaboratively to move community progress. 

Our Citywide Strategic Plan commits the City to create and support programs and policies to reduce carbon emissions from the building and transportation sectors throughout the community

The City completed a community-wide greenhouse gas (GHG) emissions inventory in partnership with ICLEI. The greenhouse gas emissions inventory identified our current impact on the climate, what sectors in our community are emitting greenhouse gas emissions, and helped us set a science-based target for reducing our emissions and to track our progress. The GHG Emissions Inventory will inform the City's Climate Action and Adaptation Plan.

The City completed a community-wide climate risk and vulnerability assessment in partnership with ICLEI. The climate risk and vulnerability assessment helps determine how and to what degree our community is vulnerable to the impacts of climate change. It  includes:
  • Baseline and projected climate conditions
  • An assessment of the level of exposure, sensitivity, and adaptive capacity of our community, infrastructure and natural resources due to potential climate change impacts 
  • How climate change will affect our community, infrastructure and natural resources  
  • Identification of high priority actions needed to adapt to the impacts of climate change

The climate vulnerability assessment will inform the City's Climate Action and Adaptation Plan.

Climate Advisory Teams

The City has created Climate Advisory Teams filled with both subject matter experts and community members to help guide the formation of strategies and actions to be brought to community for feedback and, pending engagement response, inclusion in the CAAP. 

The City is partnering with the Kent County Food Policy Council and additional community stakeholders who are leading the community in Food Systems, Nature Based Solutions and Energy Systems to guide the formation of strategies and actions for those chapters to be brought to community for feedback and, pending engagement response, inclusion in the CAAP.

C4 CAAP Committee

The Office of Sustainability is partnering with the Community Collaboration on Climate Change (C4) to co-create the City’s Climate Action and Adaptation Plan.

The C4 is a community organization that seeks to have Black, Indigenous and People of Color (BIPOC) and historically white environmental organizations dismantle extractive systems and build new systems to combat climate change - centered in human wellbeing, the interconnectedness of life, and access to shared leadership.

The C4’s CAAP Committee works to plan the engagement process, event planning, and will act as a partner in the drafting process.

Engagement Data
