About the Study

The Grand Rapids Parking Rate and Demand Study evaluates parking rates and operations to meet demand. We calculate our revenue needs using historical costs. We then adjust these to account for known increases and decreases in costs. The 2018 Grand Rapids Parking Rate and Demand Study with Draft Recommendations is now available.

We use a complex method to determine Grand Rapids parking rates and operations. Any changes to rates or operations occur after the study, review and approval. Residents, customers and the City Commission are all involved in this process.

On December 13, City Manager Mark Washington issued a moratorium on staff-initiated parking management and rate changes.

We value the public’s input on parking policies. We continue to gather and analyze public comments through our survey. The survey is open until December 21, 2018.

The Four Draft Recommendations

  1. Maintain current standard monthly parking rates
  2. Phase out and increase the rate for monthly non-residential reserved parking
  3. Merge VIP parking permit program into the evening parking permit program
  4. Extend hours of operation for on-street parking to improve parking turn over downtown(PDF, 596KB)

The public can provide comment at a public hearing. It will be held at the Mobile GR Commission meeting at 8:00 AM at 50 Ottawa Ave NW Grand Rapids. We'll post the agenda before the meeting.

2019

We'll analyze survey results to present to City Manager Mark Washington for review. 

Over 4,000 people responded to the Parking Rate and Demand Study Survey. These responses help us learn about people's experiences parking in downtown.

The survey was available on November 28 and closed December 21. We'll start analyzing the data and prepare a report to share the results.
