Apply for an Encroachment Permit

Are you planning a project or installation? If it requires ongoing use of a public street, sidewalk, or dedicated public easement and includes removable at-grade, overhanging, and buried features, apply for an Encroachment Permit.
Other application types are available for temporary use of City streets or sidewalks for construction-related purposes and for special events.

Step 1.Create a Citizen Access account

We use a third party application called Citizen Access for our Encroachment Permit application.  If you've never used Citizen Access, we recommend that you review how to create an account before starting your application.

Step 2.Make sure you have time to apply

This application will take about 20 minutes once you've gathered the required information identified in the steps below. You'll be able to save your application and resume later if you need more time. 

Review the requirements

An Encroachment Permit may only be issued for removable features within 60 days of written notice by the City.  For non-removable features, contact the City Engineer’s Office directly at 616-456-3060 or engineering@grcity.us

Step 3.Make sure you have all the required information

  • You'll need to attach proof of liability insurance coverage to your application. Liability insurance coverage must be a minimum amount of $500,000. The City of Grand Rapids must be named as additional insured and be notified in writing a minimum of 30 days prior to cancellation of the insurance policy. Also, the insurance certificate must include the encroachment location as indicated on the application.
  • A site plan must be attached as part of a complete application.
  • If you're not the Property Owner, the Property Owner's will need to complete a separate Standard Conditions Attachment form.You may submit an Encroachment Permit application now, but we're not be able to issue a permit until we receive the acknowledgement form separately.

Step 4.Have your credit/debit card ready

You'll need to enter your credit/debit card information to pay the permit fee. We accept Visa, MasterCard and Discover.

Step 6.We'll review your application

Expect to hear from us within 1-2 business days. We'll email you to confirm receipt of your application. Keep in mind that you might need to revise your application or attachments if we notice any missing or incorrect information.
