Workforce Housing PILOT Rental Projects - Step by Step Instructions

Online Application

Create a Citizen Access Account

We use a third-party application called Citizen Access.  If you have never used Citizen Access, we recommend that you review how to create an account before starting your application.

Review the requirements

Assess your potential eligibility by reviewing the Workforce Housing PILOT for Rental Projects webpage 

Make sure you have all the required information and documentation before you start the application

Applicants will need the following information and documentation to complete the application:

  • Project name (if applicable) and address
  • Planning Commission approval information and status (if applicable)
  • Information on any past due obligations (i.e. owner past due taxes, unpaid special assessments, outstanding liens, etc.)
  • Information on any pending legal actions (i.e. judicial or administrative actions pending against owner)
  • Anticipated start and end date of construction or rehabilitation
  • Project description
  • Summary of the scope of work (if rehab)
  • Unit details (i.e. apartment numbers, number of bedrooms in each unit, market rent for each unit, proposed PILOT rent)
  • List of utilities tenants will be responsible for paying
  • Estimated revenue and costs for project (i.e. potential gross rent, collection loss rate due to vacancy and collection loss, miscellaneous income like parking and laundry fees, annual operating expense, estimated cost of utilities owner will provide to rental units)
  • Property manager name and contact information (if known)

    Documentation needed:
    • Evidence of Site Control (deed or option agreement)
    • 15-year operating proforma (click here(XLSX, 73KB) for a template but feel free to use your own version)
    • Documentation supporting your market rent figures (i.e. rent roll or market study) if not using HUD's fair market rent or the Grand Rapids Housing Commission's voucher payment standards

Have your credit/debit card ready

You will need to enter your credit/debit card information to pay the $270 application fee.  We accept Visa, MasterCard, and Discover.
