Findings

Hillard-Heintze's review, which includes a staffing assessment based on data provided by our police department, finds the department can manage the demand for daily patrol services with its existing staffing.


Areas for Potential Improvement

  • The Detective Unit is sufficiently staffed. However, decreasing administrative burdens with civilian staff would greatly reduce workloads.
  • Hillard-Heintze's observations identified inefficiencies within the organization, both as a matter of strategy and resource allocation, that contribute to pressure points in the delivery of police services to Grand Rapids residents.
  • Data is not routinely validated and used to inform management decisions. A more robust approach to data management would help the department develop efficiencies and knowledge about how to best manage and allocate resources.
