1. Create a Citizen Access account
We use a third party application called Citizen Access to receive complaints about active construction. You can submit a complaint anonymously without logging in, or create an account and log in first to make it easier for you to track the status of the complaint over time. If you've never used Citizen Access, we recommend that you review how to create an account before starting.
2. Make sure you have time to complete the form
This form will take about 5 minutes to complete. You'll be able to save your entry and resume later if you need more time.
3. Keep in mind
If your complaint is about a residential builder or maintenance and alteration contractor it must be filed within 18 months of completion of the work, occupancy or purchase whichever occurs later.
A complaint may be filed about any other licensed party at any time.
4. Reporting criminal fraud
Do you suspect or know of a criminal fraud case? Make sure to file a complaint with the Grand Rapids Police Department.

5. Submit your complaint online
After following the link below, click Report Violation or File an Appeal near the top of the page and then choose Private Property Complaint.
6. We'll review your complaint
Once reviewed and accepted, a case will be started which you can track online. For more information regarding the enforcement process, see the Related Links section of this page.
7. Check the complaint status
Want to see what's happening with the complaint you filed? Visit the Citizen Access website and click the Enforcement tab. If you logged in before submitting your complaint, you'll see the case listed under Case Records. Click on the Case Number for more information. If your complaint case is not automatically listed under Case Records, you may search by Site Address, Parcel Number, or Case Number in the General Search section of the page.
