1. Create a Citizen Access account
We use a third party application called Citizen Access for our Temporary Use Permit for the official ArtPrize installation on sidewalk or street applications. If you've never used Citizen Access, we recommend that you review how to create an account before starting your application.
2. Make sure you have time to apply
Once you have all information, this application takes about 30 minutes to complete.
3. You must be registered as an Art Prize Venue or Artist
Registration for ArtPrize 2024 ends May 31st, 2024. You must be registered as an Art Prize Venue or Artist to obtain a permit to display art in the City ROW or to convert other spaces (parking lots for example) for different uses during Art Prize. Please contact Art Prize for any questions regarding your registration.
4. Draw a site plan
The site plan needs to be to scale. Include lot lines, dimensions, streets/sidewalks, driveways, parking lots and buildings
Sidewalk Use Notes
- If the installation is 5ft. long or less, a 7 ft. (min) clear space will be needed in front of the installation to let people stand and admire the art and let others walk past.
- If the art installation is longer than 5ft., and placed in the high traffic area (see the map on the last page), a 9ft. (min) clear space will be needed in front of the instillation.
- If the art installation is longer than 5 ft., and not in the high traffic area, an 8 ft. (min) clear space will be needed
Parking Lane Use Notes
- Parking meter spaces cost 20 dollars per day to rent.
- Parking lane will need to be blocked off and traffic reflectors placed on the downstream corner of the space.
- Occupancy of the Parking Lane includes up to 8 feet from the face of the curb, with a minimum of 10’ travel lane. Anything beyond that point is considered to be in the traffic lane and is not covered by this permit
- Any damage done to private or public property that has occurred due to the work being done under this permit shall be repaired at the permit holder’s expense.
- It is the responsibility of the applicant to hood any parking meters of a parking space that is used during this project. This can be coordinated a minimum of 48 hour advance notice to the City of Grand Rapids MobileGR Department (Contact 616-456-3845 or the Parking Services website)
- Loading zones may only be used as a last resort. Maintain public access to them as much as possible.
Travel Lane (May include parking lane and passable or detoured sidewalk):
- Lane closures must include a Traffic Control plan which will be approved by MobileGR (Traffic Safety Department).
- Work Zone must be clearly defined and protected in accordance with the Michigan Manual of Uniform Traffic Control Devices (MIMUTCD). If a full sidewalk closure is necessary, a proper sidewalk detour in accordance with the MIMUTCD shall be placed during the closure. Temporary Traffic Control shall be subject to inspection by the Traffic Engineering Department. Any adjustments required at their request must be performed.

If the display requires anchoring, provide a drawing of the method(s) using. Drilling into a City sidewalk or street is NOT allowed
There is no fee for a standard display permit. If display requires closing metered parking or streets- additional fees may apply.
5. Get proof of insurance
The policy should list the City as additional insured with at least $500k in coverage. Policy must need 30 days notice before cancellation.
6. Apply online
Login to Citizen Access and choose the Planning Applications category using the link below. Select Temporary Use Permit - Private Property, Sidewalk Seating, ArtPrize Installation.
7. We'll review your information
Expect to hear from us within 5 business days. We'll email you to confirm receipt of your application. You may need to revise your application if it has missing or incorrect information. When approved, your permit will sent by email.
