Departments

The Assessor’s Office administers the property tax laws of the State of Michigan. We prepare the assessment roll for all non-exempt properties in the City. We mail you a notice of assessed value for your property on an annual basis in January. Every year, we determine the true cash value (TCV) of each taxable property within the City. Every taxable property is assessed at 50% of the TCV.

The City Attorney's Office performs legal services for the City and provides legal counsel to every aspect of City government. 

The City Clerk's Office is responsible for the handling of elections and voter registration, City Commission records, business licenses, community archives and records, and the appointment process for City boards and commissions.

The code compliance department protects the health and safety of City residents by enforcing housing standards and other City codes.

The Communications Department leads our engagement with our residents, businesses, visitors and the media.

The Community Development Department strives to help build great neighborhoods and is responsible for supporting housing and community development activities in partnership with community organizations.

The City Comptroller's Office serves as the City's accounting office and is responsible for internal audits, payroll, accounts payable, and other accounting services. Annual Financial Reports and monthly budget reports are also produced by this office and added to overall records of the City's funds and finances.

The Economic Development department helps you grow your business by working alongside you to get what you need.

The Office of Emergency Management coordinates disaster preparedness and planning efforts by strengthening the resilience of the Grand Rapids community.

The Energy, Lighting, and Communications division of the City of Grand Rapids manages the City's electrical and communications infrastructure.

The Engineering Department maintains and improves the City's infrastructure.

The Environmental Services Department treats wastewater, manages stormwater, and works to improve the environment in Grand Rapids.

The Executive Office is responsible for the management of all City departments, offices, and agencies. The City Manager is the Chief Executive and is responsible to the City Commission for these administrative duties.

We assist with the delivery of municipal services. We maintain and improve City-owned facilities. We also provide motor equipment in a safe and reliable operating condition.

The Parks and Recreation Department helps create a connected and healthy community. With 75+ parks and year-round recreation programs across the City, there's something for everyone to enjoy. The Parks and Recreation Department oversees many responsibilities and programs including our recreation and aquatics classes, forestry, cemeteries, and more.

We help guide public and private development efforts. We're committed to protecting public health, safety and welfare and carry out our responsibilities under the direction of the City Commission, three appointed boards and commissions and the City's Community Master Plan while keeping the public interest at the forefront.

The Office of Sustainability acts as a community partner, and educational resource, for maintaining healthy buildings, promoting clean & efficient energy technology, and reducing waste & pollution. 

The City Treasurer's Office is responsible for the receiving of funds through bill pay, taxes, and other invoices. The City Treasurer is also responsible for the investment of funds to earn interest, which is reported to the City Commission on a regular basis.
