Appeal a Special Assessment for Your Property

How it works

Special Assessments are charges for property improvements that are defined in City Policy 1000-14. There's also a Nuisance Roll Special Assessment, and those are charges for City Ordinance code violations. Do you believe you got a Notice of Special Assessment that's incorrect? You can file a written appeal with the Assessor’s Office.

There's also an opportunity to make an in-person appeal to the City Commission, who acts as the Board of Review for Special Assessment appeals. However, you still need to file a written appeal before the Board of Review meeting.

We don't accept online submissions. You'll need to complete the paper form.

Complete the appeal form

Appeals have to be made using the City’s appeal forms. Don't have a printer? You can pick up the forms in our office located at the address in the Contact Us section of this page.

  • Special Assessment Appeal Form
  • Special Assessment Nuisance Appeal Form- currently unavailable, appeal period has expired

Mail your form to our office

Appeals have to be received in the Assessor’s Office by 5:00 PM on the date stated in the Notice. There are no exceptions to the deadline. Our address is listed in the Contact Us section of this page.

Step 4.We’ll review your appeal

All appeals are reviewed by the Assessor’s and City Attorney’s Offices.  Our decisions are presented as recommendations to the City Commission.

Step 5.Board of Review hearing

You can attend the Board of Review hearing if you choose to make an in-person appeal. Their hearing is typically scheduled during one of the City Commission meetings. Your Notice of Special Assessment letter will provide the specific date, time, and location of the hearing.

Whether you attend the hearing or not, we'll mail you a letter with our decision.
