1. Create a Citizen Access Account
We use a third-party application called Citizen Access for our Building Permits applications. If you've never used Citizen Access, we recommend that you review how to create an account before starting your application.
2. Review the Requirements
Please reference Section 5.2.05.F.3. of the Grand Rapids Zoning Ordinance to review zoning requirements for decks and patios.
You should review the Residential Deck Guide to help you through this process.
3. Site Plan & Construction Plans
The required plans must show the following in order to be considered complete:
- A site plan: Please show the deck location and the setback distance between itself and other structures and lot lines
- Foundation and footing details (if applicable)
- Dimensions of the proposed deck
- Cross-section drawing of the proposed deck including clear labeling of building materials and sizing of materials/elements

4. Application Form
To apply, you must be the owner and occupant or a licensed residential builder. Tenants may provide the property owner signature on the paper application or written authorization from their landlord.

5. Have your payment ready. We accept cash, card, or checks.
You'll need to enter your credit/debit card information to pay the permit fee. We accept Visa, MasterCard and Discover.
6. We'll review your application
Expect an email from us confirming receipt of your application. Revisions may be needed if anything is missing or incorrect or does not meet requirements of the Zoning Ordinance or Residential Building Code.
When approved, we'll issue the permit to the email address you provided on the application.
