1. Review the Requirements
You should review Section 5.2.08. of the Grand Rapids Zoning Ordinance for zoning compliance. For building requirements, please reference the Residential Building Code.
2. Site Plan & Construction Plans
The required plans must show the following in order to be considered complete:
- Structure location and the setback distance between itself and other structures and lot lines
- Foundation details (if applicable)
- Dimensions of the proposed structure
- Elevations of the proposed structure including clear labeling of building and roof materials and building height
- Detail of the proposed project
Step 3: Application Form
To apply, you must be the owner and occupant or a licensed residential builder. Tenants may provide the property owner signature on the paper application or written authorization from their landlord.
Calculate the value of improvements (only for structures 200 sq. ft. or more). Include costs for Building and all trade permits as well as labor costs to determine the value of improvements you'll make for this project. Our Building Permit Fee Calculator is a helpful tool.
4. Have your payment ready. We accept cash, card, or checks.

6. Upload required documents through ePlan Room
After submitting your permit application, you will need to upload your plans. Use an email address you refer to often as that's where all updates and requests for more information will be sent to.

7. Staff Review & Permit Issuance
Expect an email from us confirming receipt of your application. Revisions may be needed if anything is missing or incorrect or does not meet requirements of the Zoning Ordinance or Residential Building Code.
When approved, we'll issue the permit to the email address you provided on the application.
