Draft FY 2025 Annual Action Plan

Neighborhood Investment Plan Funding Recommendations

The City of Grand Rapids Community Development Department invites public comment on the draft FY 2025 Consolidated Housing and Community Development Annual Action Plan that outlines recommended funding to support the City’s Neighborhood Investment Plan outcomes. The Annual Action Plan serves as the application for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) program funds. 

Funding recommendations are available for public review and comment on the investment of $9,267,976 to achieve Neighborhood Investment (NI) Plan outcomes. In addition to CDBG, HOME, and ESG program funds, the recommendations include allocation of HOME Investment Partnerships - American Rescue Plan (HOME-ARP), Byrne Memorial Justice Assistance Grant (JAG), American Rescue Plan Act State and Local Fiscal Recovery Funds (ARPA SLFRF), and Opioid Settlement funds.

Programmatic Agreements between the Michigan State Historic Preservation Officer and the City of Grand Rapids

The City of Grand Rapids has two agreements with the Michigan State Historic Preservation Officer (SHPO) that outline stipulations to be adhered to for the City to comply with its responsibilities under Section 106 of the National Historic Preservation Act for certain programs and activities funded by the U.S. Department of Housing and Urban Development (HUD). Public Notice and Comment Opportunity. Citizens are invited to comment on the draft Annual Action Plan, NI Plan funding recommendations, and programmatic agreements during a 30-day comment period. Written comments may be submitted to the Community Development Department at communitydev@grcity.us through April 18, 2024. Input is also invited at public hearings before the City Commission on April 9, 2024.
