NOTICE OF PUBLIC COMMENT OPPORTUNITY
ON HOUSING AND COMMUNITY DEVELOPMENT
PROGRAM PERFORMANCE AND FUTURE NEEDS
Comments are invited on past performance of Grand Rapids’ housing and community development programs and to identify community needs to be addressed by future programs. A public hearing on housing and community development program performance and needs will be held on Tuesday, September 23, 2025, at City Hall, 300 Monroe Avenue NW. The public hearing will begin at 7:00 p.m. or soon thereafter. In addition to the hearing, written comments will be accepted from September 9, 2025, through September 24, 2025. Comments may be submitted to the Community Development Department by email to communitydev@grcity.us, or mailed to 300 Monroe Avenue, NW, Suite 460, Grand Rapids, MI 49503. Individuals needing disability-related or language accommodations to access the hearing or comment opportunity should contact the Community Development Department at 456-3677.
Program Performance. Comments will be received on the draft Federal Fiscal Year (FFY) 2024 Consolidated Annual Performance and Evaluation Report (CAPER). This report contains both fiscal and program performance information for activities carried out from July 1, 2024, through June 30, 2025, that support Neighborhood Investment Plan outcomes with the following funding sources.
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships (HOME)
- HOME-American Rescue Plan (HOME-ARP)
- Emergency Solutions Grants (ESG)
- Justice Assistance Grant (JAG)
- Opioid Settlement Funds (OSF)
- American Rescue Plan Act State and Local Fiscal Recovery Fund (ARPA SLFRF)
The CAPER is required by the U.S. Department of Housing and Urban Development (HUD) for CDBG, HOME, HOME-ARP and ESG programs. Performance information is also tracked and reported to the U.S. Department of Justice for JAG, the U.S. Department of Treasury for ARPA SLFRF, and locally for OSF investments. The draft report is available for public review from 8:00 a.m. to 5:00 p.m. in the Community Development Department, City Hall, Suite 460, and online here.
Community Needs. Comments may also be provided on housing and community development needs for future planning. This input will contribute to the development of the FFY 2026-2030 Consolidated Housing and Community Development Plan and FFY 2026 Annual Action Plan.
