The City of Grand Rapids is preparing an amendment to their 2020 application to fund improvements to the City’s water system. This work is proposed for funding through the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Drinking Water State Revolving Fund (DWSRF).

The project plan will include work at the Lake Michigan Filtration Plant (LMFP) and distribution system. Impacts of the proposed projects include compliance with the Safe Drinking Water Act, and improvements to residuals handing, energy efficiency, reliability, and water quality. The projects being proposed include:

  • Franklin Street Pump Station

  • College Avenue Water Main

  • Straight Avenue SW and Wealthy Street SW Water Main

  • Page, Carrier, Lister, and Plainfield Improvements

  • Giddings Avenue Water Main

  • Eleanor Street Water Main

  • Plainfield Avenue Water Main

  • Garfield Avenue Water Main

  • Houseman Avenue Water Main

  • Prospect Avenue Water Main

  • Richards Avenue NW Water Main

  • Fuller Avenue Water Main

  • Emerald Avenue Water Main

  • Sigsbee Street Water Main

  • 78 lead service line replacement only projects


Project Cost

The estimated cost for the proposed improvements is $54,876,664. The distribution of costs to users varies based on the project; the LMFP benefits all users and the cost is distributed proportionately among users based on current average water demand; the Franklin Street Pump Station project cost distribution is zonegated based on the percentage of water from the Franklin Reservoir that is used by each community; all other distribution system projects are fully allocated to the City of Grand Rapids. There are several opportunities for grant and principal forgiveness funds that, if awarded, would decrease the user costs; the estimated monthly user cost for a family of four to fund the proposed projects ranges from $0.86 to $3.18 if Grand Rapids receives the maximum available funds and $0.95 to $4.26 if these funds are not awarded. User cost is discussed in further detail in Section 6.0 of the Project Plan Amendment.


Public Comments

The City will hold an online public hearing on the proposed DWRF Project Plan. The hearing will be held at 6:00 p.m. on Thursday, May 20, 2021.

The Project Plan will be available from April 19, 2021 through May 19, 2021 for public viewing and comment. Written public comments can be submitted to Danielle Yoon, P.E, at dnyoon@fishbeck.com.  Comments received before May 20, 2021 will receive responses in the final Project Plan.
