About the Board

The Uptown CIA works to revitalize the commercial and mixed used business corridors within its boundaries. It does this by:

  • Making permanent, one time improvements in their district
  • Hosting marketing and promotional activities
  • Providing a forum for discussions on investment and development projects.

This CIA includes the following business districts:

  • East Hills
  • East Fulton
  • Eastown
  • Wealthy Street

Board Details

  • 9 members
  • One member is appointed as the Mayor's "Designee"
  • At least one member must live within a half a mile of the CIA
  • The majority of members must have ownership or business interest in property located in the CIA
  • There must be a member with a business interest from each business district in the CIA
  • Members are appointed by the Mayor with the approval of the City Commission on December 31

Annual Activity Synopsis

The Uptown CIA entered into a service agreement with the non-profit Uptown Grand Rapids, Inc (UGRI) to help with the implementation of their Tax Increment Financing and Development Plans.  With the service agreement in place, UGRI hired an Executive Director at the end of FY2019, who acts as the manager for the CIA.  With the help of their current and former manager, the CIA was able to accomplish the following:

  • Marketing and social media management (active project)
  • Tree planting and education in partnership with Friends of Grand Rapids Parks (active project)
  • New streetscape improvements including bike racks, bike repair stations, flower beds, fencing, and crosswalks throughout the business districts
  • Execution of two large annual events: Eat, Shop, Rock and Shop Hop
  • Creation and adoption of a five-year strategic plan in partnership with UGRI and the Uptown Business Improvement District

The Uptown CIA does not have tax increment revenues which have not been expended within 5 years of their receipt.

Audits

The Uptown CIA is audited as part of the City's Comprehensive Annual Financial Report (CAFR).

Residency Requirement

As long as one member within the board resides within half a mile of the CIA, there are no other residency requirements.


Term Limit

The term on this board is for 4 years. There is no term limit, so members can serve an unlimited number of terms.


Compensation

There is no compensation for members on this board.

Exterior Upgrades

Are you a commercial business owner or property owner within the Uptown Corridor Improvement Authority (CIA) Boundary? If so, you may be eligible to apply for the Uptown CIA Facade Improvement Program.

This program gives financial reimbursement of up to $20,000 for upgrades or alterations to building exteriors.

Friends of Grand Rapids Parks (FGRP)

FGRP assists the Uptown CIA and BID to increase the tree canopy in the Uptown District.  FGRP provides tree maintenance education to Uptown businesses and executes volunteer tree plantings in each business district.  Note: The Uptown BID provides funding for all tree maintenance as part of this contract.
