About the Board

The Southtown CIA works to revitalize the commercial and mixed used business corridors within its boundaries. It does this by:

  • Making permanent, one time improvements in their district
  • Hosting marketing and promotional activities
  • Providing a forum for discussions on investment and development projects

This CIA includes the following business districts:

  • Alger Heights
  • Boston Square
  • Eastern & Franklin
  • Madison Square
  • Seymour Square
  • South Division (from Wealthy to Hall)

Board Details

  • 9 members
  • One member is appointed as the Mayor's "Designee"
  • At least one member must live within a half a mile of the CIA
  • The majority of members must have ownership or business interest in property located in the CIA
  • There must be a member with a business interest from each business district in the CIA
  • Members are appointed by the Mayor with the approval of the City Commission on December 31

Annual Activity Synopsis

The Southtown CIA hired its first Corridor Manager for the second half of FY2019.  With the help of the Corridor Manager, the CIA was able to accomplish the following:

  • Develop a façade improvement program (active project)
  • Purchase trash receptacles (active project)
  • Provide support to business districts (active project)
  • Hold the first business-owner mixer
  • Finalize a complete business directory

Additionally, the CIA has assisted in the development of a Business Area Specific Plan (BASP) for Southtown, which was completed at the end of FY2019 and began the local approval process early in FY2020.

The Southtown CIA does not have tax increment revenues which have not been expended within 5 years of their receipt.

Audits

The Southtown CIA is audited as part of the City's Comprehensive Annual Financial Report (CAFR).

Residency Requirement

As long as one member within the board resides within half a mile of the CIA, there are no other residency requirements.


Term Limits

Your term on this board is for 4 years. There is no term limit, so you can serve an unlimited number of terms.


Compensation

There is no compensation for members on this board.

Exterior Upgrades

Are you a commercial business owner or property owner within the Southtown Corridor Improvement Authority (CIA) Boundary? If so, you may be eligible to apply for the Southtown CIA Facade Improvement Program.

This program gives financial reimbursement of up to $10,000 for upgrades or alterations to building exteriors.
