About the Board

The South Division-Grandville CIA will work to revitalize the commercial and mixed used business corridors within its boundaries. It will do this by:

  • Making permanent, one time improvements to their district
  • Hosting marketing and promotional activities
  • Providing a forum for discussions on investment and development projects

This CIA includes the following business districts:

  • Grandville Avenue
  • South Division (from Hall to Colrain)

Board Composition

  • 9 members
  • One member is appointed as the Mayor's "Designee"
  • At least one member must live within a half a mile of the CIA
  • The majority of members must have ownership or business interest in property located in the CIA
  • There must be a member with a business interest from each business district in the CIA
  • Members are appointed by the Mayor with the approval of the City Commission on December 31

Annual Activity Synopsis

The South Division-Grandville CIA began their first year tax capture in FY2020.  The CIA contracted with a corridor manager for part of the fiscal year and developed five working sub-committees of the board: Economic Vitality, Design, Burton Heights Business Association, Grandville Avenue Business Association, and Business Improvement District Formation.  The CIA also developed a facade improvement program and the board has awarded two grants since the program's creation.

The South Division-Grandville CIA does not have tax increment revenues which have not been expended within 5 years of their receipt.

Audits

The South Division-Grandville CIA is audited as part of the City's Comprehensive Annual Financial Report (CAFR).

Residency Requirement

As long as one member within the board resides within half a mile of the CIA, there are no other residency requirements.


Term Limits

Terms on this board are for 4 years. There is no term limit, so you can serve an unlimited number of terms.


Compensation

There is no compensation for members on this board.

Exterior Upgrades

Are you a commercial business owner or property owner within the South Division-Grandville Corridor Improvement Authority (CIA) Boundary? If so, you may be eligible to apply for the South Division-Grandville CIA Facade Program.

This program gives financial reimbursement of up to $10,000 for upgrades or alterations to building exteriors.  Additionally, applicants may receive up to an additional $2,000 for design assistance, which can be used to hire an architect to provide design consultation.
