Services Available by Appointment

Assistance with many city services can be provided online, over the phone, or by email. Appointments continue to be available for our community. Please contact the department directly or call 311 or dial 616-456-3000 to see if your request can be processed without an in-person appointment.

Customers are encouraged to make an appointment with the department they will be visiting prior to arrival. A City Hall ambassador will be at the Calder Plaza level to check in anyone arriving for an appointment or requesting to see a department.


Health Guidelines

Visitors to City Hall and all our other buildings are required to follow health guidelines and wear a face covering.

Visitors to City Facilities are required to follow the Michigan Department of Health and Human Services (MDHHS) Epidemic Orders: individuals are required to wear a face covering whenever they are in an indoor public space.

61st District Court

In accordance with Administrative Order 2020-14, effective May 6, 2020, the State Court Administrative Office has directed the court that it must return to a Phase I Reopen Plan pursuant to a revised SCAO Return to Full Capacity Guide in response to a COVID surge in the State of Michigan.  

Chief Judge Michael Distel of the 61st District Court –Grand Rapids, with the approval of the State Court Administrative Office, has entered a revised Phase I Plan effective November 23, 2020. 

Specifically:

1. The court shall be closed for all courthouse activities to the public except those listed beginning November 23, 2020 except for the following essential operations until December 31, 2020: 

  • Criminal matters involving incarcerated defendants, including trials and sentencings.
  • Video arraignments 
  • Walk-in arraignments for felonies
  • Preliminary examinations 
  • Specialty Courts sanction only cases 
  • Other emergency proceedings as necessary 
  • Those who do not have the ability to connect remotely

2.  Other Civil proceedings and Criminal proceedings will be conducted virtually to the maximum extent possible, consistent with Administrative Order No. 2020-6. 

3. Walk-In hearings will only be held on Tuesday and Wednesday afternoons and Thursday mornings. 

4.  Off-site visits with probationers and clients will not resume. 

5. Pursuant to MCR 8.110(C), members of the public or staff who refuse to wear required face coverings or adhere to social distancing requirements may be asked to leave the court facility.

6. Any member of the public who is asked to leave the court facility must be offered an opportunity to conduct court business virtually, attend court proceedings virtually, file documents in an alternative manner, or confer with court administration to determine alternate arrangements for accessing the court. 

7. Wedding ceremonies are not being performed at this time.


Additionally:

1. Those individuals that are not a defendant, plaintiff, witness, victim or attorney should refrain from attending these essential operation proceedings. 

2. Court payments may be made utilizing online-payments during this crisis. Payments can be made at www.grcourt.org. or by calling 855.292.8925. Payments can also be mailed in to District Court Clerk’s Office, Suite 1400, 180 Ottawa NW, Grand Rapids, MI 49503.

3. Access to court records can be made utilizing the Record Search function at www.grcourt.org

4. Court window services will be closed except for payment and collections and check-in for felony arraignments.  All new cases regarding Landlord Tenant (LT), General Civil (GC), and Small Claims (SC) will only be accepted in the mail or they may be deposited in the Civil Drop box located outside the entrance to Suite 1400, which is located by Hearing Room 1A toward the back of the 1st floor of the Courthouse.

  • The Assessor’s Office staff will not do interior inspections of occupied buildings until further notice.
  • New construction interviews will be conducted by telephone interviews, review of building plans and distance inspection.

Code Compliance

  • Interior property inspections will continue.
  • No more than 4 people can be present during the inspection.  This includes the Code Compliance Officer, the owner/manager, occupant, etc.
  • Staff will ask Health Screening Questions on site prior to conducting an inspection.  Inspections will be rescheduled if necessary.
  • Code Compliance Officers will wear appropriate PPE during inspections and maintain safe physical distancing.
  • Masks or face coverings are required for any person present during the inspection.

  • Housing Rehabilitation and Lead Hazard Control Program operations continue. Initial requests for assistance can be submitted online at www.grcity.us/grants.
  • Applicants are encouraged to a use postage paid envelope to return complete applications and supporting documents to the Community Development Department.
  • Housing Rehabilitation applications and supporting documents can be left with the City Hall Ambassador on the Plaza Level.

  • Inspections for residential and commercial projects are being completed. When scheduling be prepared to answer questions on occupancy and any illness present. Video-enabled inspections will be available at the discretion of the inspector.
  • The health and safety of our staff and community is our top priority. All inspectors will be equipped with Personal Protective Equipment (PPE) and retain the right to refuse entry and request to defer the inspection should safety concerns arise.
  • In occupied buildings, our staff will require the occupant to wear a mask while our inspectors are on site. Accommodations will be made for those with medical reasons that prohibit the use of a mask.
  • Planning Commission, BZA, and HPC meetings will be held virtually until further notice.

  • As part of an on-going effort to support local businesses, the City of Grand Rapids, Mobile GR has re-launched the Temporary Free Parking Zone Program for Area Businesses.

DASH

DASH Service resumed on May 26th, 2020. Below is the new schedule:

No Service

  • Frequency will remain the same - 8 minutes between coaches.
  • Sunday service is eliminated until further notice.
  • Customers are requested to wear masks on-board. Mobile GR and The Rapid will be placing messaging at stops and on-board to this effect in Spanish and English.
  • Social distancing will be encouraged on buses by placing signage on seats - current recommended capacity for DASH buses is 10 customers per coach which will be enforced by The Rapid. Relief buses may be sent out to pick up customers left behind due to social distancing requirements.

Golf Course

The Indian Trails Golf Course will remain open in a manner that protects customers and employees consistent with current MDHHS orders and any future orders regarding golf course operations in Michigan, including that carts will be permitted to be used by players.

Only one person is permitted in the clubhouse at a time. All food and beverage sales are pre-packaged and sold to-go.


Burials

Burials will continue to be conducted, so long as people who are not part of the same household maintain six feet of distance from one another and the assemblage consists of no more than 25 people.

Water Shutoffs Remain Suspended

  • We have suspended water shutoffs until further notice. This includes services that were restored due to non-payment. You are still required to pay water and sewer bills in a timely manner. Failure to do so may result in service termination, assessment of late fees or outstanding balances being added to your taxes.

  • For water payment assistance, contact Kent County Community Action at 616-632-7950.

Limited Appointments

  • Call 311 or 616-456-3000 to request in-person services. We’ll get your request to the department to schedule an appointment.
