Health Guidelines

Visitors to City Hall and all our other buildings are required to wear a face covering if not fully vaccinated.

Although the Michigan Department of Health and Human Services (MDHHS) has rescinded all emergency orders, the State of Michigan offers a variety of guidelines on maintaining a safe workplace, face mask recommendations, and more at michigan.gov/coronavirus/.

311 Customer Service

The 311 Customer Service windows in the lobby are open.

Assessor

Walk in customer service is available from 8 AM until 5 PM. Assessor's staff isn't offering interior inspections of occupied buildings until further notice. For more information, call 311 or 616-456-3000.  

City Archives

In-person meetings will be by appointment only. To request a meeting with this department, call 616-456-3114 or 616-456-4127. Or use our online form to Request City Archives Services.

City Attorney

In-person meetings will be by appointment only. Call 616-456-3181 or email cityattorney@grcity.us to make an appointment for a virtual or in-person meeting.

City Clerk

Apart from voting, all Clerk's Office services are by appointment only. Call 616-456-3010 to schedule an appointment. Anyone needing assistance with a voting matter doesn't need an appointment. 

City Commission

Meetings with City Commissioners are by appointment only. Please call 616-456-3035 to schedule an appointment.

Code Compliance

In-person meetings will be by appointment only. To schedule an appointment call 616-456-3053.

  • Interior property inspections will continue.
  • No more than 4 people can be present during the inspection.  This includes the Code Compliance Officer, the owner/manager, occupant, etc.
  • Staff will ask Health Screening Questions on site prior to conducting an inspection.  Inspections will be rescheduled if necessary.
  • Code Compliance Officers will wear appropriate PPE during inspections and maintain safe physical distancing.
  • Masks or face coverings are required for any person present during the inspection.

Community Development

In-person meetings will be by appointment only.  To schedule an appointment call 616-456-3677.

  • Housing Rehabilitation and Lead Hazard Control Program operations continue. Initial requests for assistance can be submitted online at www.grcity.us/grants.
  • Applicants are encouraged to a use postage paid envelope to return complete applications and supporting documents to the Community Development Department.
  • Housing Rehabilitation applications and supporting documents can be left with the City Hall Ambassador on the Plaza Level.
  • If a customer is having trouble making a Community Development loan payment, we are glad to discuss payment arrangements. Please contact the Community Development Department at 616-456-3677 or LHCP@grcity.us.

In-person meetings will be by appointment only. To request a meeting with this department, call 311 or 616-456-3000. Much of the business with outside vendors can be conducted through the vendor self-service website.

Development Center

Walk in customer service is available from 7:30 AM until 4:00 PM.  You can also schedule an appointment for in-person or virtual meeting online or by calling 616- 456-4100

  • The health and safety of our community and our staff is our top priority. All inspectors will be equipped with Personal Protective Equipment (PPE) and retain the right to refuse entry and request to defer the inspection should safety concerns arise. 
  • We’re partnering with Downtown Grand Rapids Inc. (DGRI), business associations and other groups to increase the availability of outdoor seating for restaurants and bars as they reopen to dine-in service. Learn more about Outdoor Space Activation and Social Zones

Economic Development

Fire Department Administration

The Grand Rapids Fire Department is temporarily suspending the Home Safety Assessment/Residential Safety Program due to health concerns with COVID-19.

Fiscal Services and Budget

Human Resources

The Human Resources department is available to walk-in customers from 8:00 am to 5:00 pm Monday through Friday and can be reached at 616-456-3176 or jobs@grcity.us. Many services are also available online.

Income Tax

  • Tax preparation assistance will be provided on the 3rd floor, 8:00 am - 5:00 pm Monday - Friday. 
  • Appointments are encouraged due to limited space.

  • City of Grand Rapids continues to work with taxpayers to establish payment plans. 

Library

All GRPL locations are open and ready to serve you. Please visit www.grpl.org for its current hours. The library also offers up to 50 pages of free printing, scanning, faxing, and copying per week

Mobile GR

In-person meetings are available by walk-in. Please press intercom button to enter office. Masks are required to enter the office, but staff will assist customers outside if no mask is available.

  • Frequency will be 15 minutes between buses.
  • Saturday and Sunday service is eliminated for summer hours.
  • Customers are requested to wear masks on-board.
  • Social distancing will be encouraged on buses by placing signage on seats.

Office of the City Manager

Meetings in the Executive Office are by appointment only. Please email manager@grcity.us or call 616-456-3166 to schedule an appointment. Any walk-ins can request a meeting through the plaza level ambassador.

Office of Public Accountability

The Office of Oversight and Public Accountability is open for normal hours, 9:00 am - 5:00 pm, Monday – Friday.  

Office of Special Events

The office is open from 9:00 am - 4:00 pm, Monday thru Friday. Customers may drop off or pick up documents and outdoor games during office hours. Meetings, whether in-person, virtual, or by phone are by appointment only. To request a meeting with the Office of Special Events, call 616-456-3378, option 3 or email specialevents@grcity.us. Walk-in meetings may be accommodated based on availability.  Requests can be made at the GRPD visitor kiosk window.   

Our Community's Children

In-person meetings will be on Tuesdays, Wednesdays and Thursdays. Parks & Recreation

The department has resumed normal operations, Monday-Friday 7:30am-4:30pm.  All Parks and Recreation amenities are open to the public.  In-person and virtual classes are being offered. For more details, visit the Parks and Recreation webpage.


Golf Course

The Indian Trails Golf Course is open to normal operations. Visit indiantrailsgc.org. 


City Cemeteries

The City’s Cemetery operations have returned to normal operation. Visit the Cemeteries webpage

Police Department

The lobby is open, but access is restricted. Persons wishing to do business must first request access at the front doors. Walk-ins permitted for records and police issues. Fingerprinting has been suspended until further notice.

Yard Waste

The City's Yard Waste Drop-off Site is currently open 7:30 - 4:30, Monday - Saturday through the 2nd Saturday in December, weather permitting.

City Treasurer

City Treasurer’s office is open 8 am – 5 pm. No appointments are necessary; however, we ask all visitors to check in with the concierge located on the Calder Plaza (1st floor) level.

  • City of Grand Rapids Drop Box on Ottawa Avenue –will be checked at least once per day. We will monitor the volume and empty more frequently if needed.

Water System

Our facility at 1900 Oak Industrial Drive is open 7:30 am to 4:30 pm Monday thru Friday. We strongly encouraged that customers schedule an appointment. Please press intercom button to enter office. To schedule an appointment, call 311 or 616-456-3000


Water Shutoffs Resume

We are scheduled to resume water shut offs on delinquent accounts beginning August 1st, 2021. Late fees and admin fees are still being administered. 


Water and Sewer Bill Payment Assistance

For water payment assistance, contact Kent County Community Action at 616-632-7950.


Appointments

  • Call 311 or 616-456-3000 to request in-person services. We’ll get your request to the department to schedule an appointment.
  • Issuance of hydrant connectors continue by appointment only.
  • Tours of the Lake Michigan Filtration Plant will be available on a limited basis and for limited group sizes.
  • Flow tests remain unchanged and can be requested online.
